The real problem was not the single individual even though they suffered tremendously.

What happened from this was that these local officials became dictators. They threaten to take away or take away anyone's home they wanted. They would punish their political opponents by taking away their land. And don't think it didn't happen. It did.

If the officials took away a persons property and you objected they would just take your property too. They would be rid of you and richer besides.
